The bio-trickling filter technology has been plagued by bad odour since the $27 million plant opened in mid-2009, though the council says complaints about smells have declined.
Now documents obtained under the Local Government Official Information and Meetings Act show the Hastings council and the Hawke's Bay Regional Council have reached an agreement that the BTF system will be shut down if it smells too much.
The shutdown will happen if 'two complaints are made concerning offensive odours emanating from the plant in any three-hour period', the agreement states. When that happens, the council will switch back to its old milliscreen system, which is less effective at treating the sewage."
